Upgraded database schema.
Added -i | --ingroups command line option to repykota.
Added -C | --comment command line option to edpykota.
Added 'noquota', 'noprint', and 'nochange' as switches for edpykota's
-l | --limitby command line option.
Severity : entirely new features, in need of testers :-)
